I know you dont have many options for changing this, but that exhaust being directly under the bumper tends to end up getting smashed on most rigs.

I've been having the same issues with the power steering on my YJ. Opened the hole up and used lighter weight fluid, but it didnt make much difference. I think my pump is going too.

Did you put the stock replacement pump in, or opt for something higher flow/pressure?

Mine is a Flowmaster 40 series, no cat. You dont want one of these, especially with a soft-top. Very annoying on the freeway. Makes me wish mine sounded like a vacuum cleaner on the freeway. :?
