Personaly Iwould just wheel it the way it is for a while. It probably isn't as top heavy as you think you just need to get used to it. For most the stuff we wheel on around hear it will be fine.

Weld a nut to whats left of the broken bolt. It should come out pretty easy.

My escort is a pretty good car. It may not be pretty but it gets great gas mileage. But pretty much any small car as long as it has been taken care of will run forever. Just keep watching craigslist and the nickel. Cheep cars that get good mpg are getting harder to come by with the price of fuel.
