I have been thinking about building a rear bumper with tire swing so i can carry a spare tire. It wont be welded by me because we have seen how my welds hold up. But what do you think of this rough drawing as an idea?

The left side will probably need more support than just the latch, maybe just a plate for the bottom bar to sit on while closed. This will help the the bouncing fatigue at the pivot mount.
There are a couple of places that sell bearing mounts for the right side (to lazy to look right now) but it looks like there is a bushing mount of some sort there now, I'd point you toward more of wheel spindle type set up.
I believe the latch shown can be gotten at Fastener in Richland.
As for the antenna, that is a sucky place for performance but very common place, Jeep suck for ground planes anyway so unless you mount the antenna in the middle of the hood, this will work as good as anywhere else.
