I guess I'm not seeing the relationship between your dash and the mirror mounts on a YJ... Don't the mirrors mount to the doors, using the same bolts as the door hinges? Maybe some pics or a better description of your parts would be helpful?

Are you trying to use a CJ-7 style mirror that mounts to the windshield?
As for not taking the dash out, try rivet nuts. Only problem is they may not last as well, unlike a nice backing plate with bolts thru it.

i should have clarified butter i am going to the cj-7 look so i can take my doors off and im thinking of just doing a tack weld on the nuts that are there right now but to even get to them to loosen the bolts the whole dash has to come out.

If the weld nuts come loose, the dash doesn't need to come off, it just takes some creative access!
You can reach all the way up there if you stick your hand up behind the dash speaker, leaving the other hand free to turn the bolt from outside . . .
Not fun, but do able!

You need to hire good mechanic. As it is very hard to help from outset..
