As you may know, in 2011 the legislature passed SB5622 requiring a Discover
Pass when parking a motor vehicle on DNR lands. However, there was
specific language in that bill to prevent the DNR from double dipping OHV
users, i.e. their existing ORV tag is all they need on an OHV in areas where
OHV use is permitted.

As you may also know, the DNR gets a 36% skim off the top of our NOVA funds.
However, the DNR's Law Enforcement Chief (360-902-1698.
larry.raedel@dnr.wa.gov told his officers not to honor an ORV sticker in OHV
areas in some situations. He still continues to do so even after losing two
Superior Court decisions and one State Appellate case decision on this
issue! These cases cost your volunteer OHV activists and organizations a
lot of time and money! It is time to state the validity of our ORV tags in
simple English so Larry Raedel will have to obey the law! SB5627 does
this.

Please help your volunteer OHV Positive activists get SB5627 passed this
session by sending the short message below to your personal Senator using
the provided hot link and DOING IT RIGHT NOW! It only takes 5 minutes to
do.

Not a challenge... just curious why it takes a second law to enforce the first law???

Good question. The head LEO at DNR seems to think he gets to do things to interpret the existing law as he sees fit, not the way it's written, despite court rulings in our favor.
