H.R.5129- Guides and Outfitters (GO) Act: This is designed to streamline the permitting process for activities on USFS and BLM ground. Below is the Act:

Guides and Outfitters Act or the GO Act
This bill amends the Federal Lands Recreation Enhancement Act to specify the circumstances in which the Department of the Interior and the Department of Agriculture (USDA) may: (1) issue special recreation permits for federal recreational lands and waters, and (2) charge a special recreation permit fee for them.
Interior and USDA may issue special recreation permits:
for specialized individual and group use of federal facilities and federal recreational lands and waters;
to recreation service providers who conduct outfitting, guiding, and other recreation services on federal recreational lands and waters; and
to recreation service providers who conduct recreation or competitive events, which may involve incidental sales on federal recreational lands and waters.
Interior and USDA shall issue joint permits for the use of lands managed by the Forest Service and the Bureau of Land Management (BLM).
Interior shall publish guidelines for establishing recreation permit fees.
Revenues from special recreation permits issued to recreation service providers shall be used to: (1) offset partially Interior's direct cost of administering permits, and (2) improve and streamline the permitting process.
When reviewing and adjusting allocations for the use of priority use permits for special uses of federal recreational lands and water managed by the Forest Service USDA shall allocate to the permit holder a prescribed amount subject to a cap.
USDA and Interior shall implement a program that authorizes temporary permits for new recreational uses of federal recreational lands and waters managed by the Forest Service or the BLM, respectively.
A permit holder prohibited by a state from indemnifying the federal government shall be considered to be in compliance with Interior and USDA indemnification requirements if the permit holder carries the required minimum amount of liability insurance coverage or is self-insured for the same minimum amount.
Interior and USDA shall revise certain:
special land use and special recreation permit regulations to streamline the processes for the issuance and renewal of outfitter and guide special use permits, and
cost recovery fee regulations to reduce costs and minimize the burden of cost recovery on small businesses and adverse impacts of cost recovery on jobs in the outfitting and guiding industry and on rural economies.
If a holder of a special use permit for outfitting and guiding that authorizes priority use has requested renewal of the permit, USDA may grant one or more existing permit extensions for additional items for up to five years altogether, as necessary to allow completion of the renewal process and avoid the interruption of services under the permit.



These lines are the ones that seem to sum it up:

Interior and USDA may issue special recreation permits:
for specialized individual and group use of federal facilities and federal recreational lands and waters;
to recreation service providers who conduct outfitting, guiding, and other recreation services on federal recreational lands and waters; and
to recreation service providers who conduct recreation or competitive events, which may involve incidental sales on federal recreational lands and waters.

BRC feels this will be of help to out activities as well. Some gentle prodding, by way of the electronic troll got Rep. Newhouse and his staff to sign on to sponsor this after going through it. One for our side.

H.R.5180 - This one is to put a lid on too much E15 getting turned loose on the world. As some of you are aware, the stuff is hell on small gas engines, to the point using is can void the warranty. Still working on this a mite.

Mr. Flores (for himself, Mr. Welch, Mr. Goodlatte, Mr. Costa, Mr. Womack, and Mr. Richmond) introduced the following bill; which was referred to the Committee on Energy and Commerce

A BILL
To alleviate the ethanol blend wall under the renewable fuel program, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.

This Act may be cited as the “Food and Fuel Consumer Protection Act of 2016”.

SEC. 2. ALLEVIATING ETHANOL BLEND WALL.

Section 211(o)(3)(B) of the Clean Air Act (42 U.S.C. 7545(o)(3)(B)) is amended by inserting at the end the following:


“(iii) LIMITATION.—

“(I) IN GENERAL.—Notwithstanding the volumes specified in paragraph (2)(B), the Administrator shall not determine any renewable fuel obligation for a calendar year under this subsection that would result, directly or indirectly, in the introduction into commerce in the United States of a total volume of ethanol contained in transportation fuel that is greater than 9.70 percent of the total volume of gasoline projected to be sold or introduced into commerce in the United States for such calendar year.

“(II) ESTIMATE.—In implementing subclause (I), the Administrator shall request from the Administrator of the Energy Information Administration, and use without alteration, an estimate, with respect to the following calendar year, of the total volume of gasoline projected to be sold or introduced into commerce in the United States. The Administrator of the Energy Information Administration shall provide such estimate to the Administrator by October 31st each year.

“(III) APPLICABILITY.—The limitation established in subclause (I) shall apply without regard to the available supply of credits generated in a prior year pursuant to paragraph (5).

“(IV) PRESUMPTION.—In implementing subclause (I) for a calendar year, the Administrator shall not exclude commercially available ethanol that is cellulosic biofuel or advanced biofuel.”.

SEC. 3. FAILURE TO MEET DEADLINES.

Section 211(o)(3)(B) of the Clean Air Act (42 U.S.C. 7545(o)(3)(B)), as amended by section 2, is further amended by adding at the end the following:


“(iv) FAILURE TO MEET DEADLINES.—If the Administrator fails to determine and publish the renewable fuel obligation with respect to the following calendar year in accordance with clauses (i), (ii), and (iii), then the renewable fuel obligation for such year shall be—

“(I) the renewable fuel obligation established for the most recent year for which such obligation was determined and published in the Federal Register in accordance with clause (iii); or

“(II) if no such obligation has been determined and published in accordance with clause (iii), the renewable fuel obligation established for the most recent year which otherwise meets the 9.70 percent limitation in clause (iii).”.

Sage grouse - The BLM has released one of its first “rules” for this critter, and it ain’t good in many ways. BRC will be objecting. The dates of shutdowns, and the rules for protecting the breeding grounds (leks) almost take any motorized activity off the table. The buffer for leks is 4 miles. FOR MILES. This will potentially desert racing as BITDs V2R course is in the Pine Nuts, and so subject to all the silliness. More details are on the BRC website and our Facebook page for now.
