Broken Teeth on Flywheel.... Lawn Mower

The flywheel for the 26hp V-Twin Kohler motor on my lawn mower has lost some teeth. Any suggestions what may have caused this to happen? The starter looks and runs fine. Perhaps its a factory alignment issue between the starter and motor or just cruddy manufacturing of the flywheel.
