Load E Tire Ratings

Question for you smart guys... Why does the tire load ratings for an E rated 265/70... 16, 17, and 18 wheel vary? The 17" wheel has the lowest load rating of the three wheel sizes.
I don't Text (at least not very well), I eat Blackberrys, and I only Twitter after sex...
