I believe that is just for venturing into wilderness areas of the Juniper Dunes area. ORV use is not allowed in the wilderness areas, so the permit is not required for what we do, and the areas we enjoy offroading in.

That's just my guess. Maybe Grumpy could clarify?

Next week before I get any details, but it does say wilderness on it.
