should bondo be apply to bare metal? or over primer?

Apply you "Bondo" to bare metal. You will need to finish it out with a course and then find sand. When you are nearly finished with your fine sanding, give the area a very light cover of black spray paint. Then, finish up your sanding with a straight sanding block. The black paint will remain in the low spots that will need more attention.

fortunately it's nothing important, my dash patch job was a little lacking.

you need to do it to bare metal. and try to do some anchor spots drill holes or something other wise it might fall off or crack off. it depends on what you are doing with it. paint and sand untill you are happy?
